The British quit India long ago but the Indian postal service works even now under the shadows of colonial rule, discharging its duties with respect to 'Her Majesty' and the 'United Kingdom'.
India Post is at last making concrete efforts to wipe out this shadow of the past through changes in the Indian Post Office Act.
"With techno-economic developments taking place in the sector rapidly, a more dynamic act is required," Communications Minister Dayanidhi Maran told IANS in an interview.
"An amendment is also required to omit obsolete or redundant references like 'United Kingdom' and 'Her Majesty's Government' in the Indian Post Office Act, 1898," he added.
There have been initiatives in the past for the postal department to carry out amendments in the act. A bill was also introduced in parliament during May 2002, but it lapsed due to dissolution of the Lok Sabha.
The department is again finalising a proposal for the amendment of the act that is likely to come up before parliament shortly.
While the amendment seeks to free the postal service from the clutches of the central government, ending the monopoly, it also proposes to liberalise the sector but in a controlled manner.
It would also bring courier services under a proper regulatory framework.
"In the absence of proper rules and guidelines at the moment there is a lack of legality, responsibility, transparency or accountability as far as couriers are concerned," said a senior officer of the postal department involved in drafting the changes.
"Non-regulation also leads to irregular pricing practices and cherry picking business tactics," he asserted.
