Roundup: G20 leaders uphold multilateralism, grapple with pandemic

Rome, Oct 31 : The leaders of the world's major economies and international organizations called for enhanced international cooperation on the Covid-19 pandemic, particularly on the supply and distribution of vaccines, as multilateral talks kicked off at the Group of 20 (G20) Leaders' Summit on Saturday.

Even before the pandemic, "we faced protectionism, unilateralism and nationalism," Italy's Prime Minister Mario Draghi said in his opening remarks, stressing that "it is clear multinationalism is the best answer to the problems we face today."

Draghi praised the global vaccination effort that has almost met the World Health Organization's (WHO) target of vaccinating 40 per cent of the world's adult population by the end of this year, though he noted that vaccination campaigns in poor countries have lagged dramatically behind those in high-income countries, Xinhua news agency reported.

"Now we must do all we can to reach 70 per cent global vaccination rate by mid-2022," Draghi added.

Meanwhile, Russian President Vladimir Putin said through a video link at the first session of the summit that the G20 countries should solve the problem of mutual recognition of Covid-19 vaccines and vaccination certificates as soon as possible.

This issue combined with unfair competition and protectionism means not all countries have equal access to vaccines and other vital resources, he stressed.

He called on the G20 members to develop mechanisms for the systematic and prompt updating of vaccines, given that the coronavirus continues to mutate.

Meanwhile, European Council President Charles Michel tweeted during the summit: "We need to expand vaccine sharing and production in vulnerable countries, notably against Covid-19," adding that a treaty on pandemics will allow for better prevention, preparedness and global response.

Tedros Adhanom Ghebreyesus, Director-General of WHO, called on the G20 to quickly supply the vaccine donations that have been pledged to Africa, and support vaccine production there.

"Vaccine equity is not charity; it's in every country's best interests," he said.

The issues at the top of the agenda for the two-day summit under the Italian Presidency of the G20 include the Covid-19 pandemic, climate change and economic recovery.

Post-WHO approval Covaxin, India can supply 5bn dosages to world

New Delhi/Rome, Oct 31 : Terming it as Indias contribution to reduce vaccine inequity, Prime Minister Narendra Modi said if the WHO approved Covaxin, Indias indigenous vaccine, India can produce five billion dosages to supply to the developing countries as its contribution to reducing vaccine inequities.

Modi was speaking at the first session on 'Global Economy and Global Health' at the inaugural ceremony of the G20 Leaders' Summit with the other leaders at Rome in Italy.

In his intervention, the Prime Minister highlighted India's contribution in the fight against the pandemic.

He mentioned medical supplies to more than 150 countries.

"The Prime Minister conveyed that India has not only vaccinated more than a billion of our citizens but more importantly, we are ready to produce more than five billion vaccine dosage by the end of 2022 and this would be available for not only our citizens but also for the rest of the world.

And that, this is our own contribution to reducing vaccine inequities, especially in the developing world," Foreign Secretary Harsh Vardhan Shringla said, adding, "We also believe that the WHO's approval for emergency use authorisation for Covaxin pending with them, would facilitate this process of assisting other countries."

Shringla briefed the media on the second day of Modi's Italy visit for the G20 Leaders' Summit.

Modi spoke about India's vision of 'One Earth One Health', which is essentially the need for a collaborative approach in the international domain in the fight against Covid-19 pandemic, Shringla said, adding, "Collaboration in R (and) D to collaborations in combating pandemics, collaborations across the board in developing mechanisms that can cope with future pandemics and future global health issues."

There was an emphasis on vaccine research, manufacturing and innovation.

"We have invested a fair amount in that effort in order to make it available for our citizens and citizens all across the world."

Modi stressed on the need for resilient global supply chains and also mentioned India's bold economic reforms and lowering of the cost of doing business in India.

He spoke about innovations in India and efforts at developing a culture of innovations. He invited the G20 countries to make India their partner in economic recovery and supply chain diversification.

The Prime Minister brought out the fact that despite the challenges of the pandemic, India continued to be a trusted partner in the context of reliable supply chains, the IT sector, the BPOs, we did not allow the pandemic to come in the way of our contribution in the overall chain in the global processes.

"Modi expressed satisfaction over G20's decision to come up with the 15 per cent minimum corporate tax.

It was at the 2014 G20 Summit that the Prime Minister had first proposed this idea of a minimum corporate tax in order to prevent to some extent the evasion of taxes.

"Today there is satisfaction over the fact that the G20 has actually adopted this.

This has become a global norm. And this is a very important step in ensuring more rationalised global tax structures and better cooperation in the international domain when it comes to issues like tax evasion, money laundering, corruption, among others, some of the issues that G20 is currently dealing with," the Indian Foreign Secretary said.

Earlier at the G20 Summit venue, PM Modi and other global leaders first interacted informally with each other, posed for a family photo and generally exchanged pleasantries.

Modi held two bilateral meetings with the French President Emmanuel Macron and the Singapore Prime Minister Lee Hsien Loong.

Prior to the G20 Summit, Modi had met Pope Francis at the Vatican and attended the cultural event and the dinner after it.

Singapore reports 3,112 new Covid-19 cases

Singapore, Oct 31 : Singapore reported 3,112 new cases of Covid-19 on Saturday bringing the total tally in the country to 1,95,211.

Of the new cases, 2,608 were in the community, 500 were in migrant worker dormitories and four were imported cases, the Ministry of Health (MOH) said in a press release.

A total of 1,627 Covid-19 cases are currently warded in hospitals, with 267 cases requiring oxygen supplementation in the general ward, 69 cases being unstable and under close monitoring in the ICU, and 60 cases being critically ill and intubated in the ICU, Xinhua news agency reported.

Fourteen more patients have passed away from complications due to Covid-19 infection, bringing the death toll to 394.

Earlier on Saturday, the Ministry added, that eligible individuals in Singapore may take the Sinovac-CoronaVac vaccine from October 30.

This followed the announcement of the Singaporean government's Multi-Ministry Taskforce on October 23 about including the vaccine in the National Vaccination Programme (NVP) for those aged 18 years and above and who are unable to be vaccinated with mRNA vaccines.

The MOH said that its study has shown that vaccination boosters confer significant additional protection against Covid-19 infection and severe illness.

When compared with persons eligible for the booster but who have not yet received it, the booster further reduces the risk of Covid-19 infection by around 70 per cent, and the risk of severe infections by around 90 per cent.

Such protection is on top of the protection that the initial two doses of mRNA vaccines under the NVP already provide against Covid-19.

China reports 3 human infections of H5N6 bird flu

Beijing, Oct 30 : Even as China deals with an extremely severe Covid situation, it is also witnessing a rise in H5N6 bird flu cases.

According to officials, three more people in mainland China have tested positive for H5N6 bird flu, BNO news reported.

The Guangdong Provincial Health Commission, in a statement on Thursday said that a 52-year-old man from Dongguan City had tested positive for H5N6 bird flu.

"The patient is currently being treated at a designated hospital in Dongguan," the commission said.

While the statement did not say how the man was infected, it said the risk of human-to-human transmission is believed to be low.

Another case was reported in Yongzhou in Hunan Province, where a farmer has been hospitalised in critical condition.

The 66-year-old man fell ill in late September and samples collected from poultry in his backyard were found to be positive for bird flu (H5), according to the World Health Organisation (WHO).

A 58-year-old woman from Hunan Province also tested positive, and was reported by Chinese officials at a WHO meeting in September, according to a new report from the agency.

The woman fell ill on August 28 but the case had not been reported to the public. Details about her condition have not been released, the report said.

H5N6 bird flu is known to cause severe illness in humans of all ages and has killed nearly half of those infected, according to WHO.

There are no confirmed cases of human-to-human transmission but a 61-year-old woman who tested positive in July denied having contact with live poultry.

Only 52 people have been infected with H5N6 bird flu since the first confirmed case in 2014, but 20 of them were reported during the past 4 months, and more than half of all cases were reported this year alone.

A jump in the number of people in China infected with bird flu this year is raising concern among experts, who say a previously circulating strain appears to have changed and may be more infectious to people.

Meanwhile China's latest Covid resurgence has spread to 14 provinces.

As per the NHC daily report, In the last 24 hours, the Chinese mainland reported 59 new locally transmitted Covid-19 cases and 19 new imported cases, Xinhua news agency reported.

US CDC okays 4th Covid shot for some immunocompromised people

Washington, Oct 30 : The US Centers for Disease Control and Prevention has approved a fourth dose of Covid vaccine for people with weaker immune systems.

The CDC this week updated its Covid-19 vaccine guidance to approve the fourth dose for immunocompromised people that includes organ transplant recipients, certain cancer patients, and people with HIV, at least six months after completing their primary vaccination series, NBC news reported.

In August, the CDC recommended that immunocompromised individuals who had been initially vaccinated with either the Pfizer or the Moderna mRNA vaccine -- but not Johnson and Johnson's vaccine -- receive a third dose of an mRNA vaccine.

That extra dose was not considered a booster, but rather a part of their primary vaccination series.

The new booster dose can be any of the available vaccines, including the Johnson and Johnson vaccine, according to the CDC.

Research has shown that people with weaker immune systems don't mount an adequate immune response following vaccination, and the purpose of the third dose was to raise their immunity levels to what's seen in people with normal immune systems after two doses.

The fourth dose aims to combat waning immunity, while serving the same purpose as a booster dose given to people without immune deficiencies six months after they were initially vaccinated.

"We know that six months after you reached a good level of protection, your protection has waned a and we need to boost that," Dr Dorry Segev, professor of surgery at Johns Hopkins University, was quoted as saying.

"That's for people with normal immune systems and people who are immunocompromised."

However, not every immunocompromised American will need a fourth shot, the report said.

"Out of the 11 million immunocompromised people in this country, some of them were fine with two doses," Segev said.

"Some of them were not fine with three doses. Some of them do need a fourth dose."
